Planning approaches vary from county to county.

Herefordshire will often be happy to do it on the nod without plans and planning committee consideration.

Shropshire, on the other hand, requires plans and charges by the square meter for change of use from residential to holiday letting. Including drawings and the application it can easily cost over £1000. The only plus is the possibility of avoiding council tax and making use of business rates relief.

It is worth making enquiries. They tend not to ask who you are or your address and you can find out quite a bit before going ahead.

especially as you say that the services will not be separated. If so, then I can't see how you could be expected to apply for a change of use for part of your home. Otherwise everyone who has a spare room on Airbnb would need to apply.
