Reclaiming Fiscal Rep's Fees

Sold in 2013 and told had to appoint a fiscal rep as foreign national. I see that this has been found to be against EU regs and will cease from 2015.
Has anyone tried to reclaim fees paid to fiscal rep after sale of property?

Which country was your property in?
Which country do you live in?
Which country do you pay taxes in?
The answers to these questions just may help get you get some better replies.

Thanks for the advice. I read about a challenge in Portugal against this practice which exists in France but will cease from 1 Jan 15. Meantime must be many who like me were told no choice but to 'appoint' a fiscal rep back in 2013
I'm in UK and pay my taxes here. Property was in France
