Aw - bless - they've gone to such trouble to get the English right and everything! And then the 38th...

But surely no one just sends them the money? Presumably they just want to engage you in dialogue to later send you a dodgy link or attachment?

Send them two €38 notes.
Tell them to keep the change.

Answer them and say "Ah what a shame - we need to do somthing about that - send me your full name and address and passport number so we can take the appropriate refund action" - like report them to the police and get them arrested. You never know - some may just be dumb enugh to do it !!!
I don't profess to own anything here apart from my own opinion.
