Hello, me again!

Having real trouble finding an electrician. We have one quote from someone on NCIC but seemed a lot. Do we need to use an NCIC contractor, or is it just preferable?

TiA as always :)

Yes, you have to have any significant electrical work signed off by NICEIC or ELECSA certification. A competent electrician can carry out the works as long as it is tested, compliant & certified by either of the above OR your Local Authority building control.

Get more quotes for a comparison then you will know if this chap is expensive or just offering around the going rate. Never cut corners on electrical work irrespective of legal requirements.
