I am correct in thinking that a UK telephone number starting with "07" is a premium rate number and not a normal business or domestic number?

I ask because I have just received an enquiry quoting such a number.

I've just had 2 in the last half an hour. Guys on the Ivory Coast who have lots of money they want to share with me. One of their fathers was poisoned to dearth (sic)!!

Alan, the 07 numbers are mobile phones.
