These are not software but websites that may help in the design of your own website.
Make the coroners of your photos round.
Either copy and paste the link to the photo or upload.
Adjust the radius as needed. Add coloured background or make it transparent.

Second one is a bit more involved:

Landing page as their special characters. In the centre there is an arrow beside “Our Favourite Set” This opens up more character sets.
Click on the character you want to copy.
This adds the HTML code to your clipboard. Paste into the document.
If you wish to copy more than one character you hold down the ALT key whilst clicking.
Maybe this is easier than trying to remember the coding all of the time.
