Snow effect on pictures?

Has anyone found an app/website which will allow them to add a snowy effect to a picture then save it to be embedded in an email?.

I have used snazzyeffects which give a snow shower effect but there is no way to save the picture for future use. I don't have photoshop and some of the sites on Google are quite complicated. I am looking for something very simple. The Apps for an iPad are not very good as again you can't save the picture.
