I think if bags are provided it sends a clear message that they need to be used.
Bear in mind that the bin is likely to be shared with family/friends so I think bags are a must. Bags and bin need to be in same room as toilet.

Though not everyone bags and bins, really you should never flush them. You should always bag and bin, as per the link. Sometimes it is just not possible...

I'm not at the chalet at the moment...but the ones we currently use have an explanation of why it's important printed on them, which is a plus, I think.

Most loos in the UK out and about will have a sanitary disposal bin next to the loo.

I did, casscat! I'm back on Thursday so will let you know. The supplier is printed on them.

I just remembered another local place has a very deadpan sign saying "nothing except toilet paper in the pan. Please do not try to flush sanitary items, face wipes or ski boots."

which made me laugh.
