PayPal refunds

Hi all.
Is anyone else having problems with PayPal refunds? I haven't been able to refund a security deposit in almost three weeks.
Paypal say it's a technical issue and they're dealing with it but it seems incredibly lax for a payments company to take so long. Making me nervous about accepting security deposits that way.

On the new version of PayPal.

Go to Activity in the main menu and find the original payment by the guest.

In the Actions column use the drop down list box on the original payment row and select Refund.

The rest is self explanatory.

Thanks. There was a technical glitch - PayPal admitted it. Perhaps it was just on the French site. Anyway, after a mere three weeks, they've fixed it. :)
