You can buy the teaspoons separately too.

My experience is losing the odd fork or spoon but for each item of other cutlery that is lost I lose 4-6 teaspoons so buy extra. We also have to replace mugs from time to time. However in 3 years no one has smashed a single plate (from the Tesco value range and ultra cheap) but we have lost more glasses than I care to count. Could it be that they are usually filled with wine and beer?
