Help please! Flight dates are restricted?

Hello!
Got an enquiry. The only phrase the enquirer wrote is
flight dates are restricted
Does that mean:
A) The period of our holidays should be within these dates
or
B) The period is absolutely this "arrival on day X, departure on day Y".
I think it is the 2nd one but I am not sure :oops:
