Have you looked at namesco? http://www.names.co.uk/ I don't know how 'cheap' they are relative to others but they are on the ball.

Hosting can very much depend on what you need. More than one domain? Unlimited bandwidth? Email accounts? SQL databases? FTP access? Spam filters? Servers based in which country? Good support or support for the masses like GoDaddy? The list is huge and the choice of hosting companies is just as big.
