How to change sun lounger covers

For the past few years we have supplied sun loungers for guests to use by the pool. The ones we use are normally with blue woven synthetic fabric coves which are stretched very tightly over the plastic frame. As they are pretty expensive we had though of re-covering them - but were told although covers are available they need a special tool to put them on!!!

Has anyone done this before or had any experience with these?

A friend had his redone via the toldos people. He had the aluminium mesh style and they recovered them for him. So you could always ask one of those companies.
