When the Anti social behaviour crime and policing act 2014 was passed it added private property to the existing legislation regarding Dangerous Dogs to close the loophole where horrendous incidents couldn't be prosecuted if they took place on private property. This also means that anyone who is genuinely in fear that a dog is about to cause injury (and not just serious injury) they can now report it even if it is in private land.


It also introduced powers to cover situations where dogs are not being kept under proper control but the result is more of a nuisance. DEFRA have published the following guidelines but if I recall correctly the examples all relate to the responsibilities of the owner/keeper and not the owner of premises where the dog happens to be.
