Vacation rentals in Monaco?

Hello all,
A friend of mine has an apartment in Monaco and wants to run it as a vacation rental. Are there any pointers on the regulatory and tax issues relating to running an VR there?
If he runs it remotely are there any local companies providing concierge & facilities management services? (ie checkin's & cleaning)
