A friend's water meter got some very fine grit stuck in it (after a mains burst and subsequent repair, I suppose). The meter jumped several hundred litres and they are currently disputing an enormous bill for water they simply haven't had .... !

However, as Swales has a new meter and has already checked for leaks, and as the increase in water consumption co-incidentally happens when he is out and the neighbours irrigate their crops ... the logical assumption is that the neighbours have a connection, probably underground, to Swales' water supply. Is it possible to ascertain where the water pipe/s go from the meter? Can your builder help you with this? Does the municipality have plans showing exactly where things like water and electricity go across the land?

We definitely have no problem with pool or leaks. We've installed two cut off valves. Our usage now seems normal but we suspect once the weather hots up and watering starts again we might see things change

We are monitoring heavily now and even when we are not there have a kind neighbour who is taking readings daily so fingers crossed.

One other possibility is that we are very high up on steep land and there are about 8 properties below us including the person we think has no meter. There are frequent water cuts in the summer hence a lot of air in the pipes after cuts. Air rushes through the meter and causes it to whirr away as if water running through it. Wondering if we can fit pressure release valve to avoid this.
The water company denied the meter was faulty but we requested a new one and they have obliged so we will see.
