Galicia: Vacation rental law.

Think we are the only ones in Galicia however post this here in case someone comes along and asks a question on renting out accommodation in this autonomous community.
At present in Galicia all hotels, camping sites, hostels, pensión, albergues, Paradors, Casa Rurals (bed and breakfasts) etc have to have a licence to operate.
A new law will cover accommodation and comes into force from the 10th May 2017.
Accommodation classification will be broken up into three sectors.
Vivienda de uso turístico.
Vivienda turística.
Apartamento turístico.
Basic information is that all furnishing ("appliances and equipment") in the property must be suitable for use of the guest(s). They must also be in a good hygienic condition.
An inventory of the property is to be completed. Checks, with the guests upon entry and leaving the rental period must be done to ensure nothing is broken or missing.
The owner must provide public liability insurance.
Heating must be supplied if the property is rented between October and May. The rest of the year it is not obligatory.
A 24 hour telephone number must be provided.
Hoja de Reclamaciones must be provided.
Registration of guests must be done.
Non conformation to the regulations will mean (as usual for Spain) a fine. Ranging between 900 and 9,000€ depending!
The property must have license of first occupation and permission of communities( in case of a flat). There are some quirks in that the owner of the property may or may not be required to supply other certificates associated with the building. That sounds like a mine field!
There is a a possibility that communities and city councils could veto the use as a touristic accommodation. more eeeks!
After the registration begin accepted the Xunta de Galicia will also register the property in the "Registro de Empresas" under the section "Registro de Empresas y Actividades Turísticas de Galicia" cost of the licence is 56.26€ (an odd figure).
However if a room is rented out and the owner stays in the property then none of this applies. But the limit is obviously the owner stays at home, rental period is no more than 30 days, and the owner does not have to comply with the above licensing laws.
