Interesting developments for B&B in Catalunya

I like to keep my ear to the turf and have been picking up rumblings of changes to the law in Catalunya which will allow the rental of individual rooms (one assumes ABB style). Here is the latest link to the GENCAT government site http://web.gencat.cat/ca/actualitat/det ... t-turistic
There is no clear indication of how to get permission but the basic rules seem to be:
1.The owner must live on the premises.
2. The owner must be "empadronat" in the local government list of residents.
3. Maximum of two rooms to let.
4. Maximum individual let of 31 days.
5. Maximum season of 4 months per year.
6. Rooms must have natural light and air.
7. Guests must have access to bathroom.
8. With regard to catering the owner can only provide breakfast and it would appear that room only is OK.
9. Tourist tax has to be collected and declared by owner.
When the new laws on apartment rental were introduced we had to do a document called "notificacio previa" and take it to the tourism department of the local council. I cannot see any reference to this type of document for individual rooms but since the new law was just declared publicly on 14/7 I suppose it will come out eventually.
Any more updates on this would be extremely welcome.
