Buying in Tampa Area

I am possibly moving to Tampa from Birmingham. I am not looking for a real estate agent at this point but have some basic questions.

(1) If I live in Hillsborough county and own a primary residence, what are estimated real estate taxes on a $500,000 house?
(2) Are real estate taxes lower in Pasco county? What would taxes on a $500,000 home be there?
(3) If I buy a new home, can I deal direct with the builder on the transaction?
