We usually get mainly American/Canadian guests, with French, German, Spanish and other Europeans filling long weekends, especially from Autumn to Spring. This has been talked about for ages on various forums, but from what I gather, airbnb will just ask hosts if they have permission and accept the answer, like a tick box? It'll be up to individual councils to enforce, but if they have no extra funds to do that, it'll end up being another token gestur...
