I think if bags are provided it sends a clear message that they need to be used.
Bear in mind that the bin is likely to be shared with family/friends so I think bags are a must. Bags and bin need to be in same room as toilet.

Perhaps looking into buying the toilet paper which caravaners are meant to use . It's thick enough to do the job but doesn't block up pipes in the caravans or septic tanks. Just as a plan B that is. Please use bins provided for everything else eg sanitary products and toilet paper.

Google "Ultrasonic Pest Repellant". You plug them into electric sockets and they emit a noise which rodents hate so they leave. Humans can't hear it. We've had some success with mice, can't speak for rats though.
