I think if bags are provided it sends a clear message that they need to be used.
Bear in mind that the bin is likely to be shared with family/friends so I think bags are a must. Bags and bin need to be in same room as toilet.

Perhaps looking into buying the toilet paper which caravaners are meant to use . It's thick enough to do the job but doesn't block up pipes in the caravans or septic tanks. Just as a plan B that is. Google "Ultrasonic Pest Repellant". You plug them into electric sockets and they emit a noise which rodents hate so they leave. Humans can't hear it. We've had some success with mice, can't speak for rats though.

Good point and a settee with good head support. I don't want the place to look too adapted and too clinical but even using lever handles as opposed to knobs on the doors makes life easier for some people as does having some electric sockets higher up.
