My understanding is that the regulations apply France wide but if in doubt check with your Mairie, Tourist Board or Prefecture for your Departement - the horse's mouth!

Interesting thought. The last guests were the guests from hell who left a trail of mess and destruction but I can't imagine they took the covers off, washed and ironed them. I did wonder if they had spilt something which has subsequently not quite dried but it wouldn't be on every cover, cushion etc...

If you are 100% sure that the guests caused the damage and you cannot rectify the damage then you should certainly charge the guests.
