IVA to rise in 2013

The government as recently as 29 Mach 2012 said it would not raise the IVA. Guess what. one month on and they say they are going to raise it.

The actual amount is unknown at the moment. But the increase will decrease the deficit by 3%.
So if they do not know how much the rise will be how can they work out the reduction?
