When i park my car at a race venue I always come back and find flyers for other running/Tri races. I expect this and consider it direct and relevant targerting so don't find it annoying at all. But that is because the fly droppers know that all the cars in race car park are there for that same kind of event already, which I suspect is very different to dropping leaflets on cars in a public car park.
