Fishy bins

This may sound strange, but twice this week in just-vacated houses I've gone to put a new bin bag into what looks like a clean kitchen bin, only for my nose to say 'pooh, SMOKED FISH!' So the bins have been cleaned, no smell.
Then I get the roll of bin bags and tear one off and pooh, FISH! I've found it's the bags that smell. Not on the roll, but when I tear one off and flap it around to fit the bin.
Has anyone else had the same whiff?
These are decent bags, not the cheapest, as the houses concerned are both in an historic centre where there are no bin collections and you have to carry the bags some way to communal skips, so I always supply decent quality bin bags.

Can't say I have noticed a fishy smell, but I do notice a nicotine/smoky smell each time I open the bags, especially the 'sac jeune' we use for recycling.
