Data Protection Registration

Not for me, but someone has asked a question on an FB group I admin asking if anyone else who rents out their Spanish property has been asked to update their data protection registration due to changes in the legal requirements. This is the British owner of a Spanish rental. I wasn't aware that anyone had to register for data protection let alone update it, but I am not UK resident. Is this request legit or some sort of scam??

Got no idea where his duties regarding the law lays. Where the data is stored I suppose.
His Spanish obligations are given on this website (and in English)
Obviously he must collect personal data to send to the Guardia Civil.
