TVA: when is it chargeable by an SAS

I admit to being confused this morning (easily done, these days...). I am a lay-person when it comes to TVA / VAT, and I'd appreciate a few pointers.
My manager has recently 'become' an SAS, and is charging TVA...on everything. I am not sure if this is correct, but I'm sure someone here will know.

Her invoices are split into 'Services' (her time, cleaning) and 'products', (laundry charges, decheterrie fees, cleaning products)

She adds TVA to everything, which I am not sure is correct? I don't think she's quoting the net price, and then adding the TVA (eg. the decheterrie fee is 33€, not 39.60€), and she told me that the laundry fee would be 30€ per set this year, not 36€.

I know, I could ask her myself, but I'm not certain that she knows how it should work, so I thought a bit of research first wouldn't go amiss!
